Mr. Dark (played by Jonathan Pryce). It is from one of my fav movies Something Wicked This Way Comes.
However, it is very hard to find any titles out there, and I wish I could because I do love that movie so much. I thought I had it but didn't.
For a plot outline it is one of only two horror movies ever released by Disney. It is by Ray Bradbury and the story is about a Dark Carnival that comes to town. Mr. Dark is a guy that can grant your deepest desires, but twists them in ways he sees fit.

Truly is a great movie.
